Composting Facility Information The City of Osceola owns and operates its own composting facility which offers free mulch to the residents of Osceola and surrounding areas. The facility hours may vary due to the season, but during most months is open from 7:15 AM - 11:45 AM while re-opening from 1:15 PM - 3:45 PM in the afternoon. The operator will gladly load the mulch onto a truck or trailer for anyone requesting mulch, at no charge, but neither the city nor the operator will be held liable of any damages to the residents property while loading the mulch. |
